Removal of tree stump

Hi there, I have a tree which was felled about 4 years ago and the stump finally needs removing as it’s roots have made a mess of our fence (which needs replacing) and is threatening to disturb our neighbours driveway. We are looking for the stump to be removed from the ground so that we can erect a new fence in the near future. We do have gas and fibre running nearby, parallel to the fence. The work will probably involve dismantling a section or two of the fence as well as a small amount of broken concrete. The work may overlap in to the neighbours, but I have their consent for that.
