Washine machine pressure issue (PE)

Recently bought a washing machine from market place , and the previous owner says there's a problem with the pressure. Tried fixing it my self using Google and YouTube videos however nothing seems to work. Seems like a electrical issue but that's far beyond my expertise. Just want to get it fixed but wondering if I can get a quote first. Thanks
