TV aerial reposition

I only have Freeview on a Samsung TV, but no matter where I turn the aerial outside, or how often I try to re -tune the TV, there are always channels with mozaic like reception. I believe the aerial is mounted too low (2m from ground on a two storey unit) and have twice paid technicians to fix it, but both say high or low position makes no difference. Maybe they're scared to climb a ladder?
