Convert Shed to self contained unit

I have a double concrete block garage (1950's) with a modern studio/store room added to the end of it with building consent. I would like to make the garage and studio into one larger self contained unit. Currently no bathroom or kitchen installed or consented. Project is standalone, approx 4m away from main house. Approx 1m away from boundary (a right of way to another property) Zone is General residential, approx 2000m2. Onsite sewage tank (not on city system). Site is classes as "Medium Effluent unsuitability" Main house is 4 bedroom/3 bathroom. Wanting planning and consent advice for change of building use and advice on building consent viability.
