Water tap over vanity basin dripping intermittently-please help!

The cold water tap over vanity basin is dripping intermittently. Current set up incudes two taps and one spout, to stop the dripping I have to open and shut the tap and that stops the dripping temporarily. I understand it is one of the old taps and have disc (instead of washer). Photos attached shows the current underneath the basin piping set up. I need some help replacing the two taps with one tap /spout and blocking the holes of the old taps. you may be able to use one of the current holes to install the new tap and block the other hole. If you think you can help please contact me ASAP. Thanks
