Replace and paint top board of first-floor (upstairs) exterior windowframe

The top board above my double sash-window (upstairs) exterior windowframe has completely rotten away, and sparrows are stealing my wall insulation! Not a big job, but it's in a difficult-to-access place. The job involves 1) replacing the rotten board, 2) any necessary repairs inside the wall, 3) repairs to flashing, 4) checking for further damage in the immediate area, and 5) painting. I expect it will require scaffolding, so it would be great if the building and the painting could be done by the same person or associates!
