completion of fencing job

I am writing on behalf of a elderly friend who has no computer and physical disability unable to write. A local fencing contractor started a job 8 months ago. It involved a mixture of timber fencing and section of colour steel fencing. This job was paid in full ( 10K +) at the start of the job. Sadly this lady has been left high and dry. The contractor will not return her calls nor complete the job which is 90% complete. There are 2 outstanding items. One of the timber sections requires a small gate. ( To keep her dog in. Currently has plastic netting across.) secondly a colour steel gate in place needs made "functionning" - that is opening and closing via remote. This is waiting to be completed. I am wondering what it would cost to complete this part?? Would she need an electrician along with a builder maybe?? What would the cost be of these 2 things.? Appreciate approx quotes.
