Hot Water Cylinder Has Cold Water

Hi. The hot water taps and hot shower water are cold. Power cupboard button is on as well as the circuit board switch. Plus my wireless multimeter indicator light shows power is present at the cylinder. Have pressed reset button on cylinder, but hot water taps are still cold 2+ hours later. I think it could be the element that needs replacing possibly. See photos for cylinder details. Can u indicate a price range for the job? Regards Vince.
