Plastering - skim coat a hallway wall

Description	The surface of the wall is currently very uneven. Sections of wallpaper were ripped off at some point, possibly a new layer of wallpaper was pasted over the top and then it's been painted over. I think the solution I need is to get a new skim coat over the whole wall but obviously I'm not a professional so advice is definitely welcome. It's probably not a very big job. The total length of the wall is 3-4 meters and it's not a high ceiling (2.4m?).
